Noncompliance is a common 3 year old behavior. At this age, children become more independent and want to do things their way. Of course, they do not know the necessity of safety or that there may be negative consequences for certain behaviors. They tend to disobey their parents or act as though they are not listening to their requests and demands. When asked to do something such as clean up their toys, they may act out and throw a tantrum if they do not want to do the task that was asked of them.
There are also social areas in which a 3 years old a child may act inappropriately. They may not yet understand courtesy and politeness. This usually leads them to talking out of turn or trying to be the center of attention when guests are
